Overview
The Ministry of Justice/Office of the Attorney General has the following responsibilities:

7. To prepare strategic plan for skills development and competencies;
8. To publish laws and regulations in the Official Gazette of the Republic of Rwanda;
9. To determine the advertisement rate for documents to be published in the Official Gazette of the Republic of Rwanda.
The Justice, Reconciliation, Law & Order Sector is a coordination structure which enables institutions in the Sector to work together effectively towards common objectives, without compromising their operational, legal or constitutional independence.
The general mission of the Justice Sector shall be to strengthen the rule of law to promote good governance and a culture of peace.
The membership of the Justice Sector at the national level shall be composed of the following public organs:
The Leadership Group may decide on additional members or the withdrawal of members if deemed necessary.
The Justice Sector Coordination Secretariat is established and placed under the administrative authority of the Ministry in charge of justice. The Justice Sector secretariat shall report directly to the Accounting Officer responsible for the implementation of the Justice Sector Strategy.
The Justice Sector Thematic Working Groups are composed of technicians from the Justice Sector institutions and representatives of Civil society organisations, the private sector and development partners. These Thematic Working Groups are following:
The Minister
Hon. Dr. UGIRASHEBUJA Emmanuel
The Minister of Justice/Attorney General
Dr. UGIRASHEBUJA Emmanuel is the Minister of Justice and Attorney General of the Republic of Rwanda. He is a former President of the East African Court of Justice. He is a Dean Emeritus of the National University of Rwanda, Faculty of Law and has given lecturers on diverse subjects of law to various wellrenowned Universities worldwide. He was educated and has practiced in the major legal systems, namely, common law and civil law systems.
In addition, he has been bestowed confidence by his peers by being elected to different judicial and legal bodies, notably; the Global Judicial Institute on the Environment, supported by the UNEP and IUCN; He is also a member of the Governing Board of the International Association of Law Schools.
He was Awarded a Lifetime Appointment as a Distinguished Fellow & Eminent Jurist at Jindal Global Law School, OP, Jindal Global University India as “exemplar jurist and contribution of law and Justice which have transcended geographical boundaries and jurisdictional limitation”; the 2019 Bright International- Jurist- in Residence University of Hawai’i School of Law.
Dr. UGIRASHEBUJA holds a PhD and LLM awarded by the University of Edinburgh and a Bachelor’s Degree awarded by the National University of Rwanda (Currently, University of Rwanda).
The State Minister
Amb. NYIRAHABIMANA Soline
The Minister of State in charge of Constitutional and Legal Affairs
Amb. NYIRAHABIMANA Soline is the Minister of State in charge of Constitutional and Legal Affairs in the Ministry of Justice since 26th February 2020. Prior to this nomination, she has served at various positions: the Minister of Gender and Family Promotion, the Rwanda’s Ambassador to Switzerland and Permanent Representative to UN Geneva Office; the Minister in the Office of the President; the Director General in charge of Legal and Constitutional Affairs in the Office of the President; the Commissioner in the National Human Rights Commission. She has also worked in the Civil Society Organizations involved into uplifting women and children’s conditions, rights and positions to reach gender equality for Development.
Amb. NYIRAHABIMANA Soline holds a Bachelor’s Degree of Law and a Master’s Degree in Gender and Development both from University of Rwanda.
The Permanent Secretary / Solicitor General
MBONERA Théophile
Permanent Secretary / Solicitor General
MBONERA Théophile is the Permanent Secretary in the Ministry of Justice and Solicitor General, since 11th May 2020. Prior to his current position, he was the Head of Legal services Department in the Ministry of Justice. He holds a Master’s degree in Business Law and a Diploma of Legal Practices.

Ntwali Emile
Head of Legal services department/Principal State Attorney
Mr NTWALI Emile serves as Head of Legal Services Department and Principal State Attorney. He holds a Master’s Degree in International Business and Commercial Law from Liverpool John Moores University, United Kingdom.
He serves on the following Boards as a Director: Prime Holdings Ltd, EPIC Ltd, and Kivu Marina Bay Ltd.
He is a member of Rwanda Bar Association, East Africa Law Society and Chartered Institute of Arbitrators. He is a trained trade negotiator and former member of High Level Task Force which negotiated the East African Community Common Market Protocol.
He previously worked as the Director General in charge of Legal Advisory Service, Advisor to the Minister of Justice/Attorney General, State Attorney, at the Ministry of Justice, and Legal Translator at Lawyers Without Borders (Avocats Sans Frontières).
GAHONGAYIRE Myriam
Head of Access to Justice Department / Principal State Attorney
GAHONGAYIRE Myriam holds a Master of Laws in Criminal Justice awarded by the University of Cape Town. She holds a Postgraduate Diploma in Legal Practice from the Institute of Legal Practice and Development. She earned her bachelor’s degree from the University of Rwanda.
Gahongayire Myriam is a Principal State Attorney and head of Access to Justice Department at the Ministry of Justice, since 28th February 2024. Prior to her current position, she was a Civil Litigation Analyst/Senior State Attorney.
WIBABARA Charity
Head of International Justice and Judicial Cooperation /Principal State Attorney
WIBABARA Charity holds a PhD in Transitional Justice and International Criminal Law from the University of Western Cape in South Africa and Humboldt University in Berlin, Germany. She has a Master’s degree in Transnational Criminal Justice and Crime Prevention from the University of Western Cape, in South Africa. Her Bachelor’s degree was obtained from the National University of Rwanda, School of Law.
Currently, Wibabara Charity is a Principal State Attorney and head of the department of International Justice and Judicial Cooperation at the Ministry of Justice.
From 2015 to February 2024, she served as a National Prosecutor at the National Public Prosecution Authority (NPPA) and Coordinator of the International Crimes Prosecution at NPPA. Before joining the NPPA in 2015, she was a full-time lecturer at the University of Rwanda, Faculty of Law.
Besides the above, Wibabara Charity has published a book on “Gacaca Courts versus the International Criminal Tribunal for Rwanda and National Courts, Nomos Verlagsgesellschaft, Baden-Baden 2014, Germany.
