The Legal Services includes: Government Legal Advisory Service Directorate General and the Civil Litigation Service Directorate General
The Government Legal Advisory Services is one of the directorate general of the Ministry of Justice through which some of the responsibilities of the Ministry are discharged as provided for by the Prime Minister’s Order N° 061/03 of 01/06/2020 determining mission, responsibilities, organisational structure of the Ministry of Justice / Office of the Attorney General, salaries and fringe benefits of its employees.
The directorate general assists the Attorney General in his role as Chief Government Technical Adviser and its duties comprise of the following:
Provide requisite advice to Government and its institutions on legal matters;
Analysis and Provision of the Legal Opinions on contracts and other agreements to be signed by the Government and its institutions;
Draft standard contracts and agreements to be used by the Government and its institutions
Represent the Attorney General in negotiation and other meetings as need may be;
Coordination of the capacity building programs for Government Legal Advisers
Assist the Attorney General in coordinating the work done by Government Legal Advisers appointed by different institutions
Any other duties as may be assigned by the Attorney General.
The Civil Litigation Services is a Directorate General in the Ministry of Justice which was created by the Prime Minister’s Order N° 061/03 of 01/06/2020 determining mission, responsibilities, organisational structure of the Ministry of Justice / Office of the Attorney General, salaries and fringe benefits of its employees. It is headed by the Director General / Senior State Attorney. It comprises of Civil Litigation Analysts/Senior State Attorneys and civil litigation assistants / State Attorneys.
To provide excellent expertise and services to litigation on legal matters for and on behalf of the Government and its agencies and thus enforce Justice to the public.
The directorate general assists the Attorney General in his major role as a representative of the Government in disputes of any kind to which it is party, be it national or international. It has the following strategic objectives:
