Five years after the establishment of Coordination Committee of the Justice Sector at the district level

Five years have elapsed since the establishment of the Coordination Committee of the Justice Sector at district level pursuant to the Ministerial order n°699/08.25 of 05th May 2014 determining mission, structure and functioning of the committee.

Coordination Committee of the Justice Sector at district level is comprised of one representative of the Ministry of Justice, Rwanda National Police, Rwanda Correctional Service, National Public Prosecution Authority, Rwanda Investigation Bureau, Rwanda Bar Association and of professional bailiffs.

The committee is also comprised of two representatives of the District in charge of legal affairs, justice and governance, two representatives of Non-Governmental Organisations which deal with the justice sector, reconciliation and human rights operating in the District, one representative of National Commission for the Fight against Genocide (CNLG) and one representative of National Rehabilitation Center.

The Committee holds its meeting once in a quarter and whenever to assess the challenges of justice in the district and possible responses to them.

The committee is responsible monitoring and coordinating the implementation of activities of the Justice Sector in the District of operation, raising and reporting issues that hinder the development of justice in the district and proposing solutions to such issues and submitting them to the national level.

The committee also monitors the implementation of decisions of the Sector Working Group and those of the Steering Committee at district level, raise public awareness on their rights and obligations provided for by the law and on activities of justice institutions in the District.

The committee further monitors institutional activity plans, projects and strategies aimed at the development of the justice sector at the district level and advising all local Government organs and other forums at the District level on laws and their enforcement, access to justice, human rights and security.

It is also the committee’s responsibility to strengthen support and promote activities relating to justice, reconciliation, security, law and order, rule of law for the people to live in harmony.

During 2018/2019, members of Coordination Committee of the Justice Sector in all districts, with the help of the Ministry of Justice, have met more than 194000 citizens in various sectors (imirenge) in sensitizing them on basic laws regarding day-to-day life and visited more than 64939 students, sensitising them on fighting emerging crimes.

They also visited 143 police stations in order to assess the observation of human right among those in custody.
